The U.S. Trade Representative (USTR) has once again listed Jakarta’s Mangga Dua shopping district in its 2025 Notorious Markets Report, citing the area’s ongoing role in the trade of counterfeit and pirated goods.
The report forms part of the annual Special 301 Review, which identifies countries and marketplaces that fail to adequately protect intellectual property rights (IPR). The inclusion of Mangga Dua is a renewed signal of concern, potentially affecting trade relations, foreign investment, and Indonesia’s international reputation in IP law enforcement.

Mangga Dua has long been associated with counterfeit products, ranging from luxury handbags and apparel to electronics and software. According to the USTR:
Mangga Dua remains a popular market for a variety of counterfeit goods, including handbags, wallets, toys, leather goods and apparel. There has been little or no enforcement actions against counterfeit sellers. Stakeholders continue to report that warning letters issued to sellers have been largely ineffective and they raise concerns about the lack of criminal prosecutions. Indonesia should take robust and expanded enforcement actions in this and other markets, including through actions by the IP Enforcement Task Force.”
Local Response and Enforcement Efforts
This is not the first time that Mangga Dua has appeared in such international reports. The Indonesian government has acknowledged the issue and initiated actions aimed at reducing the circulation of pirated products.
In October 2021, the Directorate of Investigation and Dispute Resolution, under Indonesia’s Directorate General of Intellectual Property (DJKI), conducted outreach programs at ITC Mangga Dua. The goal was to educate vendors about the legal risks and ethical concerns of selling counterfeit goods.
Anom Wibowo, Director of the Investigation and Dispute Resolution department, stated that the initiative was intended as a preventive and persuasive approach, giving sellers a chance to cease infringing activities voluntarily. While commendable, these efforts have not yet achieved significant reductions in counterfeit trade, as reflected in the USTR’s latest report.
